The invention relates to a steel cable tension buffer device based on a pulley-spring structure, which comprises a cylinder, guide pulley assemblies, buffer pulley assemblies, spring assemblies and guide rails, the guide pulley assemblies are respectively arranged on two sides of the cylinder 1, the buffer pulley assemblies are arranged in the upper part of the cylinder, and the buffer pulley assemblies 3 can move up and down along the guide rails on two sides of the cylinder 1. A spring assembly is connected between the buffer pulley assembly and the bottom of the cylinder 1, and a load-bearing steel cable is wound on a buffer pulley of the buffer pulley assembly and guide pulleys of the two guide pulley assemblies. The tension buffering device can relieve fluctuation of the tension of the steel cable, control precision of the tension of the steel cable is guaranteed, and supply operation efficiency is improved; according to the tension buffering device, the control requirement of the system on the winch is lowered, and the burden of the winch is relieved.
