The invention discloses a tower crane safety monitoring and early warning system which comprises a cross beam anti-falling detection device arranged on a jacking cross beam of a tower crane. The sleeve frame horizontal detection device is arranged on a sleeve frame of the tower crane; the jacking oil cylinder extension detection device is assembled on a jacking oil cylinder of the tower crane; the jacking cross beam support hinge point shaft in-place detection device is assembled on the jacking cross beam support, and the jacking cross beam support hinge point shaft in-place detection device is assembled on the jacking cross beam support; the anemograph device is arranged at the top of an operation room of the tower crane; and monitoring the warning device. The device has the beneficial effects that the whole process of mounting, dismounting and jacking operation of the tower crane can be monitored in real time, 'unsafe behaviors of people 'can be monitored and warned, several typical'unsafe states of objects' can be monitored, operation is forcibly stopped, and safety in the operation process is effectively ensured.
