The invention provides a safe operation system capable of ensuring the safety of an operator entering a hoistway in assembly construction and inhibiting the reduction of the operation efficiency of an operation system arranged in the hoistway. A safety work system according to the present invention controls the movement or work of a work system that is lifted in a hoistway and performs construction work on the basis of the output of a person detection system, the person detection system comprising a person detection sensor that detects a person entering the hoistway from an entrance and exit, and a wireless device that can communicate with the work system. The working system comprises a moving mechanism for moving in the hoistway, a working mechanism for working in the hoistway, wireless equipment capable of communicating with the human detection system, and a control device for controlling the moving mechanism and the working mechanism. The control device restricts the control of the movement mechanism and the work mechanism on the basis of the positional relationship indicated by the position information of the person detected on the basis of the output of the person detection sensor and the position information of the work system detected on the basis of the output of the position sensor.
