The invention discloses a vehicle energy complementing method and an energy complementing determining device. The method comprises the following steps: acquiring at least one of an energy complementation index, a distance index, a congestion index and an estimation index of each target service area in a plurality of target service areas in front of a target vehicle; and according to at least one of the energy complementing index, the distance index, the congestion index and the pre-estimation index, determining an energy complementing queuing index of each target service area so as to select one target service area from the plurality of target service areas based on the energy complementing queuing index to perform energy complementing on the target vehicle. Therefore, the energy complementing queuing conditions of the multiple target service areas are reasonably estimated, so that a user can select a proper energy complementing service area according to the energy complementing queuing index, and the energy complementing efficiency of the vehicle is improved.
