The invention discloses a user preference-considered air route airspace track collaborative planning method, which comprises the following steps of: generating an initial four-dimensional flight track scheme of flights corresponding to different airspace users by taking the operation cost corresponding to a minimized flight task as a target; determining an optimal sector opening scheme according to the airspace user flight plan data, the sector opening scheme and the operation limitation information corresponding to the airspace opening sector; according to the initial four-dimensional flight trajectory schemes, the optimal sector opening schemes and the corresponding sector capacities of flights corresponding to different airspace users, congestion hotspot sectors with time-varying features are identified, and an alternative trajectory set is generated; taking the minimum flight delay cost as a target, and generating flight delay states of different airspace user preferences according to the hotspot airspace sector and the aviation flight information; and with the lowest system cost as a target, generating a trajectory selection scheme and a delay distribution scheme related to delayed flights according to flight delay states and alternative trajectory sets of different airspace user preferences.
