Provided is a composition for a soft polyurethane foam, which is capable of producing a soft polyurethane foam having reduced odor and also having excellent curability. The composition for a soft polyurethane foam contains a polyether polyol (A), a reactive amine catalyst (B) having at least one amino group and at least one hydroxyl group, a non-reactive amine catalyst (C) having at least one amino group and not having a hydroxyl group, and a silicone foam stabilizer (D). When a total of 100 parts by mass of the polyol component having no amino group is used, the reactive amine catalyst (B) is 0.01 to 1.3 parts by mass, the non-reactive amine catalyst (C) is 0.01 to 0.20 parts by mass, and the silicone foam stabilizer (D) is 0.2 to 1.5 parts by mass. The silicone foam stabilizer (D) contains two silicone substances (D1 and D2) having different surface tensions.
