The invention belongs to the field of rotor anti-icing and de-icing systems, and discloses a helicopter rotor anti-icing and de-icing electric control system ground verification device and method, and the device comprises an icing signal simulator, a high-speed turntable, a low-speed turntable, a console, a main rotor simulation load and a tail rotor simulation load. The icing signal simulator is connected with the anti-icing and deicing electric control system controller and is used for providing an icing simulation signal; the lower rotary table is used for driving the simulation main propeller hub to rotate, and the high-speed rotary table is used for driving the simulation tail propeller hub to rotate; the console is used for controlling the high-speed turntable and the low-speed turntable; collector rings are arranged on the simulation main rotor and the tail rotor; and the main rotor simulation load and the tail rotor simulation load are connected with the collector ring and are respectively used for simulating the electric power of the main rotor heating subsystem and the tail rotor heating subsystem.
