The invention belongs to the technical field of phase-change heat exchange. Relates to a phase-change heat exchange device utilizing water evaporation boiling. In order to improve the heat exchange efficiency and the gas-liquid separation efficiency in a low-pressure environment, the invention provides a phase-change heat exchange device utilizing water evaporation and boiling. The phase-change heat exchange device comprises a liquid storage tank (1), a heat exchanger (2), a gas-liquid separator (3), a perforated plate (4), an exhaust pipe (5), a safety valve (6) and a pipe joint (7), the heat exchanger (2), the gas-liquid separator (3) and the perforated plate (4) are arranged in the internal structure of the liquid storage tank (1); an inlet and outlet straight pipe (8) of the heat exchanger (2) penetrates through the liquid storage tank (1) and then is formed by argon arc welding with the pipe joint (7); the liquid storage tank (1) is welded with the exhaust pipe (5); and the safety valve (6) is embedded in the internal structure of the exhaust pipe (5). The device is used in a low-pressure environment, and has the advantages of high heat exchange efficiency and high gas-liquid separation efficiency.
