The invention discloses a mooring tensioning device applied to an ocean engineering mooring system and a control method of the mooring tensioning device. The device comprises a frame body structure, an electric cylinder, a damper, a pulley block, an anchor chain, a tension sensor and a fixing pile. The frame body structure comprises first and second fixed beams, first and second sliding beams and a guide rail assembly; the guide rail assembly is connected between the first and second fixed beams; the first fixed beam, the second fixed beam and the guide rail assembly are fixed on a floating structure; the first and second sliding beams are slidably connected to the guide rail assembly; the electric cylinder is connected between the first fixed beam and the first sliding beam; the damper is located between the first sliding beam and the second sliding beam. A fixed pulley of the pulley block is arranged on the second fixed beam, and a movable pulley is arranged on the second sliding beam; the fixed pile is fixed on a floating structure; one end of the anchor chain is fixed on the fixed pile, and the other end of the anchor chain is connected with the mooring rope through the tension sensor after alternately bypassing the fixed pulley and the movable pulley.
