According to the method, the operation condition of each train in the handover area where the degraded train is located is automatically identified through the trackside identification equipment, so that the front movable interval is synchronously calculated for each train in real time, the operation control of the degraded train is realized without waiting for access handling and occupancy and clearing of a section, and the evacuation efficiency of the degraded train is improved.
