The invention discloses a scenic spot personnel and vehicle intelligent diversion system and method. The method comprises the following steps: firstly, carrying out key frame discrete sampling on a people flow monitoring video collected by a camera deployed at a scenic spot intersection to obtain a time sequence of people flow monitoring key frames; respectively carrying out feature extraction on the time sequence of the people flow monitoring key frame through a people flow distribution feature extractor based on a deep neural network model so as to obtain a time sequence of a people flow distribution semantic feature graph; secondly, enabling the time sequence of the people flow distribution semantic feature map to pass through a spatial information multi-scale intensive attention reserving module to obtain a time sequence of a spatial saliency people flow distribution semantic feature map; and the time sequence of the spatial saliency people flow distribution semantic feature map passes through a people flow time sequence distribution reasoning module to obtain people flow time sequence reasoning semantic features, and finally, based on the people flow time sequence reasoning semantic features, whether the green light time is prolonged is determined.
