The invention relates to the field of highway safety monitoring, and discloses a highway subgrade safety monitoring system and a risk identification method, and the system comprises a distributed optical fiber sensing subsystem and a video image capturing equipment subsystem which are respectively connected with a rear-end server; the distributed optical fiber sensing subsystem comprises distributed Rayleigh scattering optical fibers and/or distributed Brillouin scattering optical fibers which are arranged on a highway subgrade according to risk levels and is used for collecting dynamic information related to the highway subgrade, and the dynamic information represents environment and state changes of the highway subgrade; the video image capture device subsystem comprises a plurality of AI video image capture devices; and after receiving the dynamic information, the back-end server inputs the dynamic information into a preset calculation model to obtain a deformation index parameter output by the preset calculation model, determines a response level of the AI video image capture device according to the deformation index parameter, and configures an operation parameter of the AI video image capture device based on the response level. According to the system, real-time, accurate and comprehensive monitoring of a road is realized through cooperation of the distributed optical fiber, the AI video image capturing equipment and the back-end server.
