According to the invention, real-time laser radar sampling is continuously carried out on the to-be-detected parking space to determine the state transition information of the to-be-detected parking space, so that the vehicle entering and exiting condition in the parking space is identified, charging management is carried out on the vehicle, and unmanned management is realized.
