The method comprises the following steps: detecting the voltage state of a storage battery in the vehicle in the process of controlling a photovoltaic module in the vehicle to charge a power battery in the vehicle; when it is determined that the voltage state of the storage battery represents that the voltage of the storage battery is smaller than a first preset threshold value, the whole vehicle step-down DC/DC is controlled to be started, so that voltage lines of the power battery, the whole vehicle step-down DC/DC and the storage battery are conducted, and the power battery charges the storage battery through the whole vehicle step-down DC/DC. And the situation that the vehicle cannot be normally started due to insufficient electricity caused by continuous discharging of the storage battery is avoided.
