The invention relates to a method and a system for optimally configuring the capacity of an optical storage and charging battery swap station and an electric vehicle. The method comprises the following steps: constructing an objective function based on the capacity configuration of the optical storage and charging battery swap station and the electric vehicle with the lowest unit transportation cost in a full life cycle; selecting an operation mode of the optical storage, charging and battery swapping station, and constructing an operation constraint condition and an optimal configuration boundary condition constraint; and considering the operation constraint condition and the optimal configuration boundary condition constraint, and adopting an optimization algorithm to solve the target function. The method is suitable for grid-connected, off-grid and weak grid-connected scenes, can perform optimization calculation on configuration capacities of photovoltaic, energy storage, charging piles, power batteries and electric vehicles at the same time, and has wide applicability. The lowest unit transportation cost based on the full life cycle is considered, the method is suitable for comparison and optimization of configuration schemes of different areas and different scenes, and the method has wider applicability.
