A steering system (TS) applied to a vehicle steering system and a control information setting method for setting control information are disclosed. The steering system (TS) comprises a steering unit (6), one or more processors (60a) and a memory (60b). A vehicle steering system has a structure in which a power transmission path between a steering unit (6) and a steering unit (4) steered by a driver is cut off. The one or more processors (60a) are configured to execute a mode setting process of setting a control mode in which the steering unit (6) is operated in a setting mode or a normal control mode. The setting mode is a mode that is settable in an in-plant step before the steering unit (6) is transported to the market. The normal control mode is a mode settable after the in-plant step has passed. The mode setting process includes exclusively setting a setting mode or a normal control mode.
