The invention discloses an underwater robot laying and recovery device. Comprising a rectangular base, and a pair of first A-shaped frames are vertically arranged at the rear end of the rectangular base side by side; the electric winch mechanism is arranged at the front part of the rectangular base; the photoelectric umbilical cable is wound on the electric winch mechanism; a portal frame; the hydraulic oil cylinders are oppositely arranged, and the bottoms of cylinder barrels of the hydraulic oil cylinders are hinged to the rear portions of the side edges of the rectangular base respectively; the top end of a piston rod of the hydraulic oil cylinder is hinged to the lower middle portions of the two stand columns respectively. The first hoisting pulley is arranged in the center of the cross beam; the steel wire rope winch is arranged on the front portion of the rectangular base and located behind the electric winch mechanism; the steel wire rope is wound on the steel wire rope winch; and the second hoisting pulley is arranged on the cross beam and is positioned on one side of the first hoisting pulley. The underwater robot has the beneficial effect that stable laying and recovery of the underwater robot can be realized.
