The rodlike rare earth oxide pre-dispersion liquid is prepared by mixing polyethylene glycol 400, a dispersing agent, a defoaming agent and rodlike rare earth oxide. The wear resistance and roughness of the foamed tire are improved by utilizing the enhancement effect of the rod-like rare earth oxide, the excellent road holding force of the tire is finally realized, and the braking distance on various road surfaces is shortened.
