Damping units are telescopically arranged in the damping chambers, a linkage chamber communicating with the two damping chambers is further arranged between the two damping chambers, a compensation unit is arranged in the linkage chamber, and the compensation unit comprises a transmission chain, a driving gear, a pressure sensor and a control module. The buffer damper can firstly perform segmented buffering according to the size of a load value, when stormy waves are small, buffering is performed by means of the damping unit, when the stormy waves are large, assistance is provided for the damping unit by starting the compensation unit, further buffering limiting is achieved, and the buffer effect is obvious and can be flexibly adjusted according to large and small loads of sea waves.
