The invention provides an urban low-altitude three-dimensional traffic management and control platform and method, and the method comprises the steps: obtaining global element data for a fusion control region of low-altitude traffic and ground traffic, and the global element data comprises three-dimensional environment data, ground pedestrian and vehicle data, and low-altitude unmanned plane data; constructing a three-dimensional risk map based on the global element data; for each grid of the three-dimensional risk map, calculating a sum risk value of each grid based on an unmanned aerial vehicle falling risk value, an air impact risk value and an impact building risk value; under the three-dimensional risk map, based on a given starting point and a given terminal point of each unmanned aerial vehicle, a target flight path of each unmanned aerial vehicle is determined by using the sum risk value of each grid, and the path sum risk value of the target flight path is minimum and the path is shortest; and controlling each unmanned aerial vehicle to fly according to the corresponding target flight path. By using the method of the invention, urban low-altitude three-dimensional traffic fusion management and control can be better carried out under a complex urban environment condition.

    本发明提出一种城市低空立体交通管理与控制平台和方法,其中方法包括针对低空交通与地面交通的融合控制区域,获取全域要素数据,全域要素数据包括三维环境数据、地面行人车辆数据、低空无人机数据;基于全域要素数据构建三维风险图;针对三维风险图的各网格,基于无人机坠落风险值、空中撞击风险值、撞击楼宇风险值计算各网格的总和风险值;在三维风险图下,基于各无人机的给定起点与给定终点利用各网格的总和风险值确定各无人机的目标飞行轨迹,目标飞行轨迹的路径总和风险值最小且路径最短;控制各无人机按照对应的目标飞行轨迹进行飞行。利用本发明的方法能够在复杂城市环境条件下更好地进行城市低空立体交通融合管控。
