Comprising a tower drum, an anti-swing support, an anti-swing rod and a lifter, the anti-swing support is fixed to the inner wall of the tower drum to form an avoiding channel allowing the lifter to penetrate through, the anti-swing rod is provided with two anti-swing through holes allowing a safety steel wire rope and a traction steel wire rope to penetrate through respectively, and the anti-swing rod is erected on the anti-swing support; when the elevator penetrates through the avoiding channel and moves from the lower portion of the anti-swing support to the upper portion of the anti-swing support, the anti-swing rod can be erected on the top of the elevator. When the elevator crosses the anti-swing support from bottom to top, the anti-swing rod is transferred to the top of the elevator from the anti-swing support and runs along with the elevator. When the elevator crosses the anti-swing support from top to bottom, the anti-swing rod is transferred to the anti-swing support from the top of the elevator, and the anti-swing rod passes through the anti-swing through hole in the anti-swing rod in the moving process, so that the distance between the safety steel wire rope and the traction steel wire rope is kept, and winding or winding of other accessories in a tower drum during shaking is avoided.
