The method comprises the following steps: obtaining intersection information and a pre-optimization signal control scheme from a traffic signal control system; generating a first signal timing scheme table according to the intersection information and the pre-optimization signal control scheme; a coordinated phase is selected according to the intersection information, other phases are non-coordinated phases, and the coordinated phase is a phase with sensing equipment; selecting a plurality of coordination stages from signal stages in the first signal timing scheme table, and generating a second signal timing scheme table according to the plurality of coordination stages; and adaptively adjusting the execution process of each coordination stage according to the second signal timing scheme table and the real-time traffic flow data corresponding to each coordination phase. According to the method and the device, flexible and accurate optimization of traffic signal timing is carried out for complex and changeable traffic flow distribution characteristics and travel characteristics, so that the intersection passing efficiency is effectively improved.
