The invention discloses an open-loop test system and method for moonlet autonomous orbit maintenance, solves the problem that a traditional attitude control and orbit control test method cannot be suitable for moonlet autonomous orbit maintenance open-loop test, and belongs to the technical field of satellite intelligent test. The open-loop test system comprises a GNSS dynamic simulator which provides orbit information of different heights for a tested target satellite by presetting and operating orbit point location files of different heights; the thruster load simulator is used for simulating a load working state when the simulation thruster of the tested target satellite works; the measurement and control equipment performs data transmission with the measured target satellite through a wired or wireless link to obtain the state and response of the measured target satellite; and the attitude control dynamics ground detection equipment is used for providing dynamics information for closed-loop operation of a control subsystem of the satellite.
