The invention discloses a control device and a control method capable of temporarily enhancing slope holding capacity, and relates to the field of parking spring braking systems. The control device comprises a service braking pipeline, and a second service air cylinder, a foot brake valve, a one-way valve, a first relay valve and a brake which are sequentially connected through the service braking pipeline; the parking braking pipeline comprises a parking braking pipeline, and a parking air cylinder, a hand brake valve, a second relay valve and a brake which are sequentially connected through the parking braking pipeline; the first driving air cylinder is connected with the first relay valve through a first connecting pipeline; the second connecting pipeline is connected between the parking air cylinder and the second relay valve; when the hand brake valve is located at the driving position, the exhaust valve is opened to enable the control port of the first relay valve to exhaust air; when the hand brake valve is in the parking space, the exhaust valve is closed. Under the condition that the feet of a driver leave the service brake pedal, the slope holding capacity of the vehicle can be temporarily enhanced.
