The method comprises the steps of obtaining road information, traffic flow information, vehicle driving information and the like, and judging whether a hard road shoulder needs to be opened or not; dividing the vehicles into two types according to whether the vehicles must change lanes or not, numbering each lane in a lane changing area, and further dividing each lane changing section; a traffic scene simulation scene is built, an intelligent network connection vehicle driving model is built, and the optimal lane changing probability of each lane changing section is calculated; according to the optimal lane changing probability, assigning a lane changing section on the current lane for each shunting vehicle; the lane changing instruction is issued to a shunting vehicle, and the shunting vehicle completes one lane changing action according to the instruction; and if the vehicle is still in the inner lane, the process is repeated until the vehicle successfully changes the lane to the outermost lane. According to the invention, the shunting vehicles can be effectively controlled and guided, and the overall efficiency and safety of the traffic flow are improved.
