The first wind turbine unit and the second wind turbine unit are connected through a hinge assembly, and the second wind turbine unit and the buoyancy assembly are connected through a hinge assembly. A height adjusting assembly is arranged on the outer side of the first wind turbine unit, net cage assemblies are connected to the tail end of the height adjusting assembly, and a ballast mechanism is connected to the bottom of each net cage assembly. A hinged connection mode is adopted, when the marine environment fluctuates, the hinged parts can absorb and reduce the impact of waves on the wind turbine, and therefore the structural fatigue and the maintenance cost are reduced, and the dynamic balance and self-adaptive adjustment functions among different wind turbine units are achieved.
