The slipway is arranged on a wharf, and two first rails are symmetrically arranged on the slipway; two second rails are symmetrically arranged on the launching barge, and a rail trolley system is arranged on the two second rails; the mooring system is arranged on the launching barge, and the anchoring system is arranged on the launching barge. By arranging the launching barge and the rail trolley system, a ship can be supported and move on the second rails, by arranging the mooring system and the anchoring system, the launching barge and a wharf can be in a relatively static state, the rail trolley system moves on the two first rails and the two second rails, and the ship is transported to a berth. The purpose that the ship is constructed from the underwater area to the land area slipway is achieved, the design form is convenient to construct, the special requirements for ship refitting and repairing are met, and meanwhile the cost is low.
