Comprises: a stop floor setting unit that, during rescue operation, calculates an upper and lower car nearest floor, which is a nearest floor at which two cars can be stopped at the same time, or a single car nearest floor, which is a nearest floor at which only one car can be stopped; and a contact determination unit that determines whether or not there is a possibility of contact between the passenger car and the balancing arrangement when the passenger car moves to the floor closest to the upper and lower cars or the floor closest to the single car. In addition, a stop layer setting part sets the nearest layer which is determined by the contact determination part to be not in contact with the balancing arrangement as a stop layer.
