The invention relates to a method for manufacturing a vehicle interior panel. In one embodiment, a vehicle interior trim panel includes a substrate having a non-uniform hardness to provide a cushioning portion of the trim panel without the need for a distinct cushioning layer. The substrate is made of a mat of natural fibers and synthetic fibers that is heated and pressed such that the pressed mat has a thick portion and a thin portion. The thin portion is rigid and structural, and the thick portion is soft. Application of a decorative layer may be incorporated into the process, as well as backfill injection molding (BIM) for additional structures.
