The invention relates to the technical field of elevator safety protection devices, and discloses a rail clamping device which comprises a rail clamping device body and an electromagnet limiting assembly fixedly connected with the rail clamping device body, the electromagnet limiting assembly comprises a movable electromagnet shaft and a clamping plate connected with the electromagnet shaft, and the rail clamping device body is rotationally connected with an even number of sets of wheel shafts; one end of each wheel shaft is connected with an eccentric cam, the other end of each wheel shaft is sleeved with a torsion spring, every two opposite eccentric cams and torsion springs are symmetrically arranged, and the end, close to the torsion springs, of each wheel shaft is connected with a clamping plate in a matched mode. At least two opposite sets of eccentric cams move oppositely to be attached to the object to be clamped. The rail clamping device is simple in structure, reasonable in layout and excellent in performance. The invention further discloses an elevator with the rail clamping device and a control method of the elevator rail clamping device, and according to the control method, when the elevator encounters an abnormal condition, the elevator car can be emergently braked to guarantee operation safety of the elevator.
