A vehicle diagnostic and communication system includes a controller having computer executable instructions configured to diagnose operational capabilities of a vehicle operating system in response to an identified collision event. The controller is further configured to determine a damage severity of the vehicle operating system based on the diagnosis, and generate a communication signal for transmission based on the determined damage severity of the vehicle. The system determines which of a plurality of service providers to send a communication signal based on the damage severity of the vehicle.
