The invention relates to the field of maritime ship navigation, in particular to a method for constructing a ship tracking decision probability model and a program product. The method mainly comprises the following steps: selecting a research area and establishing a static coordinate system; converting longitude and latitude coordinates of the ship and determining a dynamic tracking space; screening ship information in the dynamic tracking space; important parameters in the ship tracking process are calculated; analyzing the motion trend of the ship; calculating the safe following distance of the ship; calculating the safe transverse spacing of the ship; drawing a ship relative potential energy field; calculating a ship speed-based tracking intention and a longitudinal tracking allowable space; calculating left and right board passing permissible space; and establishing a ship tracking decision probability model. Compared with the prior art, the method has the advantages that a reference scheme can be provided for the tracking behaviors of various types of ships when the ships sail on the sea, the optimal tracking opportunity of the ships can be analyzed, and then the tracking risk of the ships is minimized.
