The invention provides an empennage adjusting device and a vehicle. The empennage adjusting device comprises an empennage body; the supporting assembly comprises a driving part and a rotating shaft, and the rotating shaft can be driven by the driving part to rotate around the center axis of the rotating shaft; the two first transmission assemblies are located on the two sides of the middle point in the axial direction of the rotating shaft correspondingly. The two second transmission assemblies can be in threaded connection with or separated from the rotating shaft; when the rotating shaft is connected with the second transmission assembly on the first side and is separated from the second transmission assembly on the second side, the empennage body can rotate in the first direction; when the rotating shaft is connected with the second transmission assembly on the second side and is separated from the second transmission assembly on the first side, the empennage body can rotate in the second direction; when the rotating shaft is connected with the two second transmission assemblies, the empennage body is locked. The first direction is opposite to the second direction. Through the arrangement, the empennage body is driven to rotate, the angle of the empennage body is adjusted, and the position precision of the empennage body is improved.
