The invention provides a power battery charging device, a vehicle, a charging method, equipment and a program product, the device comprises a heating assembly, a power battery, a vehicle-mounted processor and a switch module, and the heating assembly comprises a first driving motor, a second driving motor and a PTC heater; if the battery temperature is not greater than the preset temperature threshold and the residual electric quantity is not less than the preset electric quantity threshold, controlling the switch module to be switched off, and controlling the heating assembly to enter a first heating mode to heat the power battery; the first heating mode comprises a pulse self-heating mode and at least one heating mode of a locked-rotor heating mode corresponding to the second driving motor and a PTC heating mode corresponding to the PTC heater, and when the battery temperature reaches a preset temperature threshold value, the first driving motor is controlled to stop working and the switch module is controlled to be closed. Therefore, the external power supply charges the power battery. According to the embodiment of the invention, the problem of overtime exit of the external power supply in the pulse self-heating mode can be avoided.
