A photon driver and a photon turbine, when light is reflected from the reflector, when there is a dielectric in front of the reflector, the momentum transmitted to the reflector is much and less than that transmitted to the reflector in vacuum. Between the two fixed reflecting mirrors, the front of one reflecting mirror is provided with a dielectric material, and the front of the other reflecting mirror is vacuum. A second method of generating the force is the resistance sensed by the light as it passes through the dielectric material. The resistance continuously transmits part of momentum of the light to the material. The net force generated by light rebounding between the two reflectors can be used for linear propulsion in low-friction environments such as outer space and the like. When a coiled optical cable is used at the outer edge to redirect the light into circular motion, the light can generate rotary motion so as to be used for power generation.
