The invention discloses an impact-resistant and wear-resistant composite lining plate and a manufacturing process thereof, the impact-resistant and wear-resistant composite lining plate comprises a base material plate, one surface of the base material plate is provided with a wear-resistant layer, the wear-resistant layer is attached to the base material plate through arc surfacing by adopting high-carbon and high-chromium metal, and the other surface of the base material plate is provided with a buffer layer. The buffer layer comprises a net-shaped supporting framework welded to the base material plate, and grids of the net-shaped supporting framework are filled with anti-aging natural rubber. The composite lining plate can be used on a lining plate of a mining truck carriage body so as to adapt to the impact wear working condition of the mining truck carriage body.
