The expressway congestion risk prediction method comprises the steps of S1, obtaining topographic data along an expressway and performing road section classification; s2, setting a driving time period factor and a meteorological factor, and forming a risk index of a disaster-inducing factor caused by the meteorological factor and a sensitive terrain index related to the meteorological factor; s3, constructing an intra-day hourly highway congestion risk function; s4, assigning values to the driving time period factors, the disaster-inducing factor risk indexes and the sensitive terrain indexes respectively; s5, calculating intra-day hour-by-hour highway congestion risk indexes under various conditions corresponding to a single meteorological factor, and determining a dividing standard of intra-day hour-by-hour highway congestion risk levels; s6, calculating the initial value of the highway congestion risk index hour by hour in the next 24 hours according to the meteorological element forecast data, and determining the congestion risk level; s7, according to the real-time five-minute single section traffic flow data, correcting the congestion risk level in the future one hour; and S8, according to the real-time traffic accident information along the expressway, correcting the congestion risk level in the corresponding time period in the future.
