The invention relates to the technical field of laying and recycling of marine equipment, provides a laying and recycling method of a submarine mining vehicle, and relates to cooperative work of an arm support, a fixing frame, a swing stopping device, a telescopic frame and a guiding and connecting mechanism which are installed on a ship body. The laying process comprises the steps of preparation, amplitude variation, lowering unlocking, outboard underwater butt joint and the like, and it is ensured that the mining vehicle safely enters the operation water depth. The recovery process relates to the steps of outboard lifting, variable amplitude recovery to inboard, inboard placement and the like, and it is guaranteed that the mining vehicle is stably recovered to the deck. Swing caused by natural force is effectively reduced through the oscillation stopping device, and the butt joint precision and the operation stability are improved. The adaptability and the operation precision of the mining vehicle in a complex marine environment are further improved through a butt joint and locking mechanism between the guide connection mechanism and the bearing head of the submarine mining vehicle and ocean current impact compensation and direction correction measures. Through a series of innovative steps and equipment configuration, efficient, safe and stable laying and recovery of the submarine mining vehicle are achieved.
