A predetermined time at which the temperature of the storage battery is required to be within a desired temperature range is predicted, or information of the predetermined time is acquired, and when the temperature of the storage battery is lower than the desired temperature range, charging/discharging control of the storage battery is repeated before the predetermined time as temperature rise control of the storage battery. Thus, the temperature of the storage battery at the predetermined time is raised to a desired temperature range.
