According to the water film drag reduction system and the ship, heat in waste gas generated by ship navigation is used for heating seawater, high-temperature seawater obtained through heating is released to the ship bottom, and a layer of hot seawater film is directly arranged on normal low-temperature seawater in the ship bottom and the ocean by means of the characteristics that the temperature of the seawater is increased and the viscosity is reduced; therefore, the purpose of reducing the sailing resistance of the ship is achieved, and the corrosion risk of high-temperature air bubbles generated by an air lubricating system to a ship bottom coating is also solved; meanwhile, the ship fresh water system is utilized, waste heat of combustion equipment such as a ship main engine, a generator, a GCU and a boiler is recycled, and the ship operation economical efficiency is improved.
