A control module controls on-off of a power module and on-off of an output relay; the power module detects a signal S3 formed by the shutdown circuit and performs shutdown processing in time; in the process that the control module detects the shutdown signal S1, the shutdown signal S1 forms a signal S3 through the shutdown circuit, the power module detects the signal S3 at the same time, and therefore it is guaranteed that after the control module conducts filtering processing on the shutdown signal S1 and prepares to disconnect an output relay, the power module also completes filtering detection processing on the signal S3 and shuts down; and the fault problem caused by the damage of the output relay is avoided.
