The heating control device stores the value of a threshold velocity (Vt) set on the basis of the temperature increase velocity (V0) of the coolant in the downstream section of the flow path when the amount of the coolant is a prescribed amount and the flow rate of the coolant is 0 L/minute, and calculates the temperature increase velocity (V) on the basis of the temperature detected by the temperature detection device. When the value of the temperature increase speed is equal to or greater than the threshold speed value, the transistor is turned off and the application of power to the heater is stopped.
