The invention relates to the technical field of new energy vehicles, and provides a method and device for controlling a vehicle to enter a refueling mode and the vehicle. The method comprises the steps that the forward operation process that a user triggers a vehicle to enter a refueling mode and the expected result of forward operation are monitored, and the expected result comprises the state that an oil tank opening cover is switched from a closed state to an open state; when the user does not trigger the forward operation and an expected result appears, whether the vehicle has a refueling demand or not is recognized, and if yes, the vehicle is set to be in a refueling mode; when the user triggers the forward operation and an expected result appears, the vehicle is set to be in a refueling mode; and when the user triggers the forward operation and an expected result does not appear, identifying an exception in the forward operation process, responding to a preset coping strategy based on the exception to enable the vehicle to achieve the expected result of the forward operation, and setting the vehicle to be in a refueling mode when the vehicle achieves the expected result. According to the method, the vehicle can be controlled to enter the refueling mode under various user refueling demand scenes, so that the vehicle refueling is more convenient and reliable.
