This power-saving operation management system is provided with: a train that travels on a track (R); a management center for managing the operation of each train and the ground device (30); and a ground device (30) disposed on the rail. When the train reaches a predetermined distance from the ground device (30), the center device turns on the power supply of the ground device (30) to an activated state, performs a process of determining whether the ground device (30) is an obstacle which obstructs the passage of the train, and when it is determined that the ground device (30) is not the obstacle, after the train passes through the ground device (30), performs a process of determining whether the ground device (30) is not the obstacle. The power supply of the ground device (30) is turned off and the ground device (30) is in a non-operating state. These processes are repeated until the train arrives at the destination.
