First-order circular holes are formed in the first plate body and the second plate body; the multiple first plate bodies are arranged around the platform cylinder, the multiple second plate bodies are arranged around the platform cylinder, the first plate bodies and the second plate bodies are arranged in a staggered mode in the vertical direction, the first plate bodies and the second plate bodies which are arranged in the staggered mode can increase the projection area in the heaving direction, and hydrodynamic damping of the heaving plate can be increased. The first-order round holes are formed in the first plate body and the second plate body, vortexes generated and falling off in the movement process can be increased, more energy can be dissipated, the hydrodynamic damping and the additional mass of the heaving plate are increased, and therefore the movement performance of the floating structure is effectively improved.
