The on-off mechanism comprises a connecting electromagnetic valve, a separating electromagnetic valve, a gas storage tank, a position sensor, a piston rod and a synchronizer; the synchronizer is arranged between a gearbox and a retarder of the vehicle, and the synchronizer is in transmission connection with an output shaft of the gearbox; the connecting electromagnetic valve, the separating electromagnetic valve and the position sensor are all connected with the vehicle control unit; the vehicle fuel-saving control method comprises the steps that when an opening signal of a retarder is obtained, a connecting electromagnetic valve is controlled to be opened, so that a gas storage tank outputs gas to a piston rod through a first exhaust port, and the piston rod is pushed to control a synchronizer to move towards the retarder and be attached to a driving gear of the retarder; and according to a preset first time threshold value, a working request is sent to the retarder, so that the retarder starts to work.
