The invention discloses an intelligent highway accident monitoring method and system. The method comprises the following steps: obtaining the vehicle speed of a monitoring area; grading the vehicles according to the vehicle speeds and obtaining the number of the vehicles in each grade; a time interval is set, and changes of the number of vehicles between different levels in the time interval are obtained; and the overall speed change rate is obtained, and if the speed change rate exceeds a set threshold value, the monitoring area is set as a risk area. According to the method, the vehicle speed is graded, vehicle changes of different grades are monitored, and the vehicle condition is judged according to the overall change of the vehicle speed, so that the driving condition of a road is judged, and whether the vehicle is a risk area where an accident occurs or not is locked.
