A civil aircraft passenger cabin safety explosion-proof device comprises a box body, the box body is arranged between a passenger cabin wall/passenger cabin floor and an aircraft fuselage skin, the box body comprises a box wall, a box top opening cover and a box bottom opening cover, and the box top opening cover and the box bottom opening cover can be opened and closed; the device further comprises a rope connecting device, and a rope used for tying dangerous goods extends out of the rope connecting device. When the box body is in a closed state, the box top opening cover is connected to the box wall in an airtight mode. The box bottom opening cover is arranged on the aircraft fuselage skin, and an opening is formed in the aircraft fuselage skin when the box bottom opening cover is in an open state. According to the explosion-proof device, dangerous goods such as suspicious explosives can be disposed under the condition that the cabin structure is not damaged. The invention further relates to an aircraft passenger cabin safety explosion-proof method of the civil aircraft passenger cabin safety explosion-proof device.
