According to the embodiment of the invention, the method comprises the steps: receiving the real-time position information of each vehicle in each sub-region in a current time window; for each sub-region, if the state of the signal lamp indicates that passing is allowed, the average vehicle speed corresponding to the sub-region is determined based on the real-time position information of each vehicle in the sub-region and the duration of the current time window; if the average speed of the vehicles is lower than a first preset threshold value, the driving speed of each vehicle is determined based on the real-time position information of each vehicle in the signal lamp period of the current time window; based on the real-time position information corresponding to the target vehicle whose driving speed is lower than a second preset threshold, determining congestion information of the sub-region; and based on the distribution information of each sub-region and the congestion information, determining a congestion position in the to-be-identified region, and sending the congestion position to each vehicle.
