The invention relates to the field of aircraft wing design, in particular to a driving device and method for accelerating wake flow dissipation based on flap swinging, and the driving device comprises a retracting and releasing device, a swinging device and a fixing device; the fixing devices are connected to the ends, close to the ground, of the middle flap and the outer flap correspondingly. The retracting and releasing device is connected with a fixing device on an external flap; the two ends of the swing device are connected to the fixing device on the middle flap and the fixing device on the outer flap respectively. According to the driving device for accelerating wake flow dissipation based on wing flap swinging, the speed of wing wake flow dissipation can be accelerated by driving the external wing flaps of an aircraft to continuously swing up and down, the wake flow interval is shortened, and therefore the airspace capacity is improved; and compared with other devices for accelerating wake flow dissipation, the device is lower in cost and higher in universality.
